Hazardous chemicals: are you ready for the new compliance rules?
Do You Import or Manufacture Hazardous Substances?
If you’re in the manufacturing or agricultural sectors—or run a business that uses hazardous chemicals—there are new compliance rules you should be aware of.
New Rules for Hazardous Substances from 1 January 2025
If you import or manufacture certain hazardous substances, new reporting requirements from the Environmental Protection Authority (EPA) will apply from 1 January 2025.
The affected substances include:
Agrichemicals
Timber treatment chemicals
Anti-sapstain chemicals
Antifouling paints
Parasiticides used as veterinary medicines for large animals
From 1 January 2025, you must keep records of all hazardous substances you import or manufacture and submit an annual report in 2026. Further details are available on the EPA website.
Additional Rules Coming in 2026
From 1 January 2026, further requirements around record-keeping for hazardous chemicals will come into effect. All importers and manufacturers must provide:
A New Zealand Business Number (NZBN) if you have one
The HSNO or group standard approval number for all hazardous substances you import and/or manufacture
Additionally, for certain hazardous substances, you must also provide:
An annual report on the total quantity (in kilograms) of active ingredients imported or manufactured in the previous calendar year
For explosives, manufacturers must provide the same information already required from importers
